MOSCOW. July 16 (Interfax) - Russian Security Council Secretary Sergei Shoigu has described the International Criminal Court (ICC) as a dysfunctional institution, and the agreement between Kiev and the Council of Europe on founding a special tribunal as an element of anti-Russian propaganda.
"The ICC has proven completely dysfunctional and incapable of serving its main purpose of prosecuting people responsible for genocide and war crimes, including high-ranking citizens of Western countries and NATO member states that have a string of crimes against humanity trailing behind them," Shoigu said in an interview published in Kommersant.
"Against this backdrop, the pompous ceremony of signing some agreement on setting up a so-called special tribunal between Zelensky and Council of Europe Secretary General Alain Berset looked ridiculous and profane and served as yet another clumsy attempt to further foment anti-Russian propagandistic fuss. This institution, which so far exists only on paper, has even less in common with universal norms of international law than the ICC, which has become totally illegitimate as it is," he said.
The Council of Europe is not mandated to institute criminal tribunals or determine acts of aggression, Shoigu said.
